Quite often clients feel that they are paying for a CDM Coordinator merely to satisfy the CDM Regulations. Harold Blackburn & Associates Ltd counter this attitude by adding value in the form of a Health and Safety File which is a full “Building Manual”, giving the client’s Facilities Manager a basis on which to set up maintenance regimes which are safe and efficient.
HBA also offers the following services under the Regulations:
* Ensure that the Client is aware of his responsibilities under the Regulations;
* compile the Client's Health and Safety Policy for the project;
* define, with the Client, the relevant site information to be passed on to the Consultant Team;
* in conjunction with the Design Team, list the potential hazards;
* define, with the Design Team, the method of risk assessment of the identified hazards;
* specify, in conjunction with the Design Team, the preventative or precautionary action;
* comment to the Client on the Principal Contractor's Safe Working Methods and Health and Safety Policy;
* advise the Client and Design team on Health and Safety information submitted by sub-contractors;
* in conjunction with the Principal Contractor, define the extent of routine Health and Safety inspections and audits.
We will also assist the Client to produce relevant information such as:
* Health and Safety files and building manuals from previous projects;
* plans, including records of what existed before alterations or site clearance;
* information on the use of the building, including safety policies of current occupants;
* arrangements for maintenance;
* specifications and details of equipment and services;
* records of any damage due to accidents, water penetration etc.;
* details of previous occupancies; surveys and investigations to obtain missing information;
* covenants and way leaves;
* correspondence with statutory services, local authorities and adjoining owners.
