A bit about us

Harold Blackburn formed his professional practice in 1995 with the intention of providing CDM Coordinator Services in response to the Construction (Design & Management) Regulations 1994. Previously he had been employed in several companies, graduating from manual operative, through site management, to construction director and thence to running his own construction company.

In the course of these activates he studied for and graduated as a Member of the Chartered Institute of Building, Registered Member of the Association for Project Safety and an Associate of the Royal Society for Public Health.

Such breadth of experience, although ideal for CDM Co-ordination, also brought forth requests for additional services such as Project Management and practical advice to clients which grew into Construction Consultancy.

The health and safety aspects of CDM Co-ordination were also useful in providing support for contractors who were anxious to comply with Health and Safety at Work legislation. Site Health & Safety Inspections for Contractors and, in some cases, clients are now a regular part of HBA's activities.

In April 2002 Harold's wife, Lynda joined the firm, bringing her experience in commercial and industrial Occupational Health & Safety. This has added a new dimension which has already resulted in term contracts with organisations who wish to out-source these responsibilities.

Although based in London, and with many projects in the City and West End, the organisation has successfully taken part in developments in Scotland, Lancashire, Cheshire, Derbyshire, Essex, Sussex and Kent; in this way it has developed a nationwide reputation for efficiency and dependability.
